River levels and height advice

So I headed out to the Turon river last weekend and was a bit surprised to see that it was dry (other than a couple of small pools). Although I suppose it isn't surprising given that we have had no rain.

The thing that threw me was the waterways advice. I checked this before I went. It said the river height was 1.29 from Sofala to the Bridle track.

Just wondering what I am missing in regards to the 1.29 metre height but there is no water? I'm guessing it must be measuring against something, but I'm not sure what.

Id reckon the red dots would sound alarms particularly as the fall below the min levels marker. I like the stay at home market, cant be any plainer than that.
