The main reasoning, or the only reason really, behind getting LGA's (Local Government Areas) named as designated fossicking areas in NSW is to remove the requirement to get the EL (Exploration Lease) holders permission to be able to fossick on otherwise allowable land/s. It's no coincidence that areas suitable for fossicking are more often than not covered by EL's.
In Victoria you do not have that restriction on you i.e. there is no requirement in Victoria to seek & get EL holder's permission on any otherwise allowable areas. Basically, in the sense of what it does for us in NSW, the whole of Victoria is already a designated fossicking area.
