We made something similar to this a couple of years ago, we cut the knob off a crow bar and used that for the dolly on an electric jack hammer, made short work of the 100kgs of dirt we had.
 
Those pneumatic chisels are fairly cheap these days - a kit comes with heaps of different ends. When I worked in a panelshop, they always ended up having superglue put down the air fitting though - if you aren't the one using it, the noise is about 10 times worse.

Not sure a hammer drill will have quite the same efficiency, but may be worth a try.
 
Ozito make a good sturdy and cheap hand held jack hammer.
