I have no idea Ozzie, but its design seems to suggest that it was to perhaps help dissipate heat via all of those extra fins?

At first I thought maybe to help with expansion, but then I guess galvanized steel sheet wouldn't last long expanding back and forth. :/

Theres a pic of Brendan Nelson standing next to one in the War Memorial in Canberra, its surprisingly large. I think it was called Ainslie because it came off the Ainslie Air Raid Shelter in Canberra.
