It looks like some sort of meat tenderizer or something to spin yarn. Probably an old butchers tool though. :|

Bar is solid.

Seems like a meat tendoriser but odd it is flat not hammer like. The usual form of butchers tool.

Looks like it could be used to gather something up ??? Interesting the bar between handle and first horizontal bar looks square. Perhaps you heat it and cut/melt something long and flat into strips hence the wooden handle ???
