You can fossick for gemstones up at Mount Crawford, though you will require a permit from the Forestry Headquarters nearby. Here is the link to the info & map pages.

If you want to fossick elsewhere, it may well be on private property, so you will require prior permission. I used to get copies of maps from the mines department showing all the old mine sites where collectible rock/mineral localities might exist, though most of them should be online these days.
 
I also don't actively seek out gem stones. I know diamonds were found amongst the alluvial gold diggings in Echunga. The largest up to 5 carats I believe. There's a lot of crystals scattered about at the surface in the pine forest neighboring the jupiter creek diggings. I ran into a couple guys who were collecting them last year so perhaps they're of some value.
