Had same issue with dubbo office regarding stuartown. Just gave up.
I'm having similar issues with the Dubbo Office.
I've notified NAPFA of the issues reported here & urge members that are having problems to do the same.

I have given up hope of my request ever getting onto somebodies desk. I am feeling pretty frustrated having put in many hours to work out where a fella with a two wheeler might be able to hike in to some viable areas. I guess I will have to start researching again for areas outside of Goulbern office administration. I'll ring them up and ask where their northern boundary kicks in.
Two of the areas we were interested in, Tuena and Oallen Ford, are both under the Goulburn office administration. A friend dropped into the Goulburn office (after several phone calls), explained what we needed finally paving the way to getting our first permits. Unfortunately that’s not always possible or convenient.
I agree with Matt’s comment that we need a whole of state approach.
Does anyone have a contact that may be able to help?

Latest news in this debacle. I just got sent a request by crown lands to partake in a survey about their performance. I guess I should point out to them my request went in on September 4 2022 and haven't had any result from them yet. Hmm how should I assess their performance? Here is the survey link I was sent. I strongly suggest folk take the time to fill it out. It closes 10th April I believe.

Yes I sent a reply yesterday and did a performance reply, I mainly told them they need one permit for the whole of nsw just like the forrestery permit and lack of staff as Orange the staff member only works 2 days a week, and it's bouncing the inf backwards and forward and getting g it witnessed and sent back again and then they send back a temporary permit, the other problem is finding lot numbers for each lot you will need a permit for, as I am not teck savy and don't have phone internet and was a real nightmare doing it, as in my 70s I found it extremely difficult, I hope many members will complain to them and I very much doubt you will ever get caught with out it unless you are very unlucky as they are so very understaffed

Don't just give up, write to your local politician, the responsible minister, as well as the politician located in the area you want to fossick. Remember NOT to be abusive. Just state the problems you are having and that as Crown land, which is owned by the public, as a member of such public you should be allowed to fossick. Like hunting, fishing and detecting, there will always be someone out there that wants to stop you doing what you are entitled to do, a recreation.
